Title I of this bill extends and increases tax deductions for film, television, and live theatrical productions until December 31, 2030, raising the general dollar limitation to $30,000,000 and to $40,000,000 for productions in certain areas, with inflation adjustments. Title II establishes new criminal penalties for fraud regarding veterans' benefits , making it an offense punishable by fines, up to five years imprisonment, or both, for knowingly defrauding an individual of or in connection with obtaining such benefits. Title III allows the Secretary of Agriculture to waive cost-share requirements for states, tribes, localities, or individuals for projects responding to wildland fires caused by federal management activities on National Forest System land, ensuring 100% federal funding for remediation. Title IV authorizes the National Science Foundation (NSF) to make awards for developing and implementing artificial intelligence (AI) literacy programs at the local level, prioritizing marginalized communities, and requires various federal agencies to report on how they can advance AI literacy within their respective domains. Title V mandates the Director of National Intelligence to report on oil and ballistic missile-related transactions between China and Iran , including the use of transshipment points and shell companies. Following this, the Secretary of the Treasury must determine if China is conducting sanctionable activities. Title VI requires all health insurers and federal health programs to provide full coverage, without cost-sharing, for annual lung cancer screenings for eligible individuals aged 50 to 80 who are at increased risk, free from prior authorization or restrictive frequency limits. Title VII directs the Federal Emergency Management Agency (FEMA) and the Department of Housing and Urban Development (HUD) to implement priority recommendations from a 2022 Government Accountability Office (GAO) report on disaster recovery . Title VIII updates the process for paying salaries in the House of Representatives, allowing for more flexible payment schedules upon a payroll system upgrade. Title IX transfers the administration of the Next Generation Warning System grant program to FEMA , directing the disbursement of funds and initiating new grant awards, while also mandating research and development to enhance emergency warning systems. Title X requires each standing committee of the House of Representatives to hold a hearing on the implementation of this Act within one year of its enactment, and Title XI amends the House Code of Official Conduct to prohibit sexual relationships between Members and employees under their supervision (unless married) and bans unwelcome sexual advances or conduct among House personnel. Finally, Title XIII appropriates specific amounts to various federal entities for fiscal year 2027. These include $1,000,000 each for the National Institute of Dental and Craniofacial Research, the Animal and Plant Health Inspection Service, the United States Tax Court, Space Force operations and maintenance, the North American Wetlands Conservation Fund, and Federal Railroad Administration safety and operations.
