Tracking and Restricting Adversarial Circumvention of Embargoes Act of 2025

This legislative proposal requires the Director of National Intelligence to submit a comprehensive report within 180 days of enactment, analyzing transactions between the People's Republic of China and the Islamic Republic of Iran. The report will specifically focus on China's purchases of Iranian oil since 2020, including an assessment of methods used to circumvent sanctions like transshipment and shell companies, and any support provided by Chinese entities for Iran's ballistic missile program through significant financial transactions related to chemical precursors and other materials. Following the submission of this report, the Secretary of the Treasury is mandated to make a determination within six months regarding whether the People's Republic of China is conducting any sanctionable activities . This determination, based on the intelligence provided, must then be reported to the appropriate congressional committees, ensuring oversight and potential further action.
