The "American Leadership in AI Act" seeks to bolster the United States' position in artificial intelligence by establishing a robust framework for research, development, and responsible deployment. It mandates the creation of a Center for AI Standards and Innovation within the National Institute of Standards and Technology (NIST) to advance measurement science and develop voluntary best practices for AI reliability, robustness, security, and safety. NIST is also directed to support U.S. participation in international AI standards development and create a web portal to inform industry and agencies about ongoing standardization efforts. The bill significantly expands AI research infrastructure by establishing a National Artificial Intelligence Research Resource (NAIRR) , overseen by a new Steering Subcommittee and Program Management Office. This resource will improve access to AI tools, data, and educational materials for researchers and students, including a pilot program partnering with technology companies. Additionally, the National Science Foundation (NSF) will launch an AI Grand Challenges Program to award prizes for solving critical AI research problems, including a specific prize for AI-enabled cancer breakthroughs. To modernize federal AI governance, the legislation requires the establishment of a Chief Artificial Intelligence Officers Council and mandates that each agency designate a Chief AI Officer. These officers will be responsible for promoting AI innovation, managing risks, and ensuring responsible AI development and use within their respective agencies. NIST is also tasked with developing federal standards and guidelines for AI systems, including those for authenticating and labeling synthetic content, while also enhancing voluntary vulnerability and incident tracking for AI security. The bill addresses societal impacts by creating an AI Workforce Research Hub within the Department of Labor to evaluate AI's impact on the labor market and inform policy. It also directs NIST to develop resources specifically for small businesses to help them understand and integrate AI technologies. Furthermore, the legislation introduces measures to safeguard Americans, including amending existing law to allow civil action against the non-consensual disclosure of intimate digital forgeries and increasing penalties for financial crimes and impersonation of federal officials when committed with AI assistance. Finally, the Act includes provisions for expanding AI education and literacy, such as codifying AI literacy efforts of the AI Task Force and authorizing NSF awards for K-12 AI literacy curricula. It also establishes scholarships and fellowships in AI, creates Community College and Area Career and Technical Educational School Centers of AI Excellence , and provides anti-retaliation protections for AI whistleblowers who report security vulnerabilities or violations.
