This bill proposes to amend the Higher Education Act of 1965 to guarantee equal access for religious student organizations at public institutions of higher education. It explicitly states that public colleges and universities cannot deny a religious student organization any right, benefit, or privilege , including full access to facilities and official recognition, that is afforded to other student groups. Such denial is prohibited if it stems from the religious beliefs, practices, speech, leadership standards, or standards of conduct of the religious organization. The legislation mandates that any public institution found to be in violation of these provisions would be ineligible to receive federal funds made available under the Higher Education Act of 1965.
