United States119th CongressHR-5505House of Representatives
Updated: Jun 25, 2026
Summary
This bill proposes to amend the Higher Education Act of 1965 to ensure religious student organizations at public institutions of higher education are granted equal access and benefits. It establishes that federal funds will be withheld from any public institution that denies a religious student organization any right, benefit, or privilege afforded to other student organizations. The legislation specifically prohibits institutions from denying religious groups full access to facilities or official recognition . This denial is deemed discriminatory if it is based on the religious beliefs, practices, speech, leadership standards, or standards of conduct of the religious student organization, thereby safeguarding their ability to operate on campus without prejudice.
