Fertilizer Research Act of 2025

This legislation directs the Secretary of Agriculture to publish a comprehensive report on the United States fertilizer industry within one year of its enactment. This report, developed in consultation with the Administrator of the Economic Research Service, will be made publicly available on the Department of Agriculture's website. The mandated report must cover various critical aspects, detailing the impacts on the fertilizer industry that influence farm-gate prices and describing the market's size, value, and pricing patterns over the past 25 years. It also requires an in-depth look at fertilizer importation , including types, quantities, and the effects of antidumping and countervailing duties. Furthermore, the report will provide an overview of the entire fertilizer supply chain , from manufacturing to retail, including transportation and disruptions, alongside a study of industry concentration and any anticompetitive impacts . It will assess the regulatory environment, emerging fertilizer technologies, and the transparency of current public price reporting, evaluating the potential for a mandatory reporting mechanism and offering a recommendation to Congress. The report will also project market growth and associated economic and political risks, while ensuring no confidential business information is disclosed.
