Fertilizer Research Act of 2025

This legislation directs the Secretary of Agriculture to publish a detailed report on the United States fertilizer industry within one year of its enactment. It will analyze the market's historical and current size, value, and pricing patterns over the past 25 years, broken down by fertilizer type. Additionally, it requires an in-depth analysis of fertilizer importation , detailing types, quantities, and countries of origin, along with the effects of trade duties on retail prices. The report must also provide an overview of the entire fertilizer supply chain , from manufacturing to retail, addressing transportation, logistics, and disruptions. It mandates a study of the concentration of the U.S. fertilizer industry to evaluate any associated anticompetitive impacts , and an assessment of the regulatory environment. Finally, the Secretary must evaluate current public price reporting transparency and recommend whether to establish a new fertilizer reporting mechanism to enhance market transparency for participants.
