The Promoting Resilient Supply Chains Act of 2025 is designed to significantly improve the resilience and stability of critical supply chains and emerging technologies that are essential for the national and economic security of the United States. It assigns new and expanded responsibilities to the Assistant Secretary of Commerce for Industry and Analysis, tasking them with promoting resilient supply chains, identifying and responding to supply chain shocks, and encouraging the growth of U.S. production in emerging technologies. This includes assessing the resilience and diversity of critical supply chains and supporting the availability of critical goods from domestic manufacturers and allied nations. A central component of the Act is the establishment of a **Critical Supply Chain Resilience and Crisis Response Working Group**, to be formed within 120 days of enactment. This Working Group, composed of various federal agencies and led by the Assistant Secretary, will undertake comprehensive activities such as assessing, mapping, and modeling critical supply chains, including for critical and emerging technologies. Its functions also involve identifying high-priority gaps and vulnerabilities, evaluating the capacity of domestic and allied manufacturers, and developing contingency plans to improve responses to supply chain shocks. The bill mandates annual reports detailing a national strategy for critical supply chain resiliency, which must identify critical industries, goods, and technologies, and assess the nation's ability to respond to supply chain shocks. This strategy emphasizes mitigating vulnerabilities, particularly those concentrated in countries posing national security risks, and building capacity with allies. The Act also includes provisions to protect voluntarily shared critical supply chain information from public disclosure and limits its use, ensuring private sector cooperation, and is set to terminate 10 years after its enactment.
