The "Promoting Resilient Supply Chains Act of 2025" establishes a comprehensive program within the Department of Commerce to enhance the resilience of critical supply chains and secure American leadership in emerging technologies . This initiative aims to protect national and economic security by addressing vulnerabilities and preparing for potential disruptions. The Assistant Secretary of Commerce for Industry and Analysis is assigned new responsibilities to lead these efforts. Key responsibilities include promoting the stability and resilience of critical supply chains and emerging technologies, leading a Working Group , and encouraging United States production and manufacturing. The Assistant Secretary will also assess the resilience of supply chains, support the availability of critical goods from domestic and allied manufacturers, and assist the Federal Government in responding to supply chain shocks . A significant focus is placed on reducing reliance on critical goods from countries identified as posing a significant risk to U.S. national or economic security, and encouraging manufacturing relocation from such countries. A Critical Supply Chain Resilience Working Group , composed of various Federal agencies, will be established to carry out detailed activities. These activities include assessing, mapping, and modeling critical supply chains, identifying high-priority gaps and vulnerabilities, and evaluating the capability of domestic and allied manufacturers. The Working Group will also identify potential supply chain shocks and develop contingency plans to improve response capabilities. The Assistant Secretary is required to designate critical industries , critical supply chains , and critical goods , updating these designations periodically. Furthermore, an annual National Strategy and Review report will be submitted to Congress, identifying critical infrastructure and technologies, assessing the manufacturing base, and detailing threats and supply chain shocks. This report will also develop a strategy to support supply chain resilience, mitigate vulnerabilities, and protect against risks originating from specified countries. To encourage information sharing, the bill provides protections for voluntarily submitted critical supply chain information , exempting it from disclosure under the Freedom of Information Act and limiting its use in civil actions. The legislation also mandates a Department of Commerce capability assessment to enhance its activities related to supply chain resilience. This program is authorized for 10 years and does not authorize additional funds for its implementation.
