The "Deploying American Blockchains Act of 2025" aims to establish the United States as a leader in the deployment, use, and competitiveness of blockchain technology and other distributed ledger technologies. It designates the Secretary of Commerce as the principal advisor to the President on related policy, covering applications, tokens, and tokenization. A central component is the creation of the National Blockchain Deployment Advisory Committee within 180 days of enactment. This committee, composed of federal agency representatives and diverse nongovernmental experts, will operate for seven years to examine issues, provide recommendations, and promote national security in the blockchain space. The Advisory Committee's duties include assessing federal agencies' use and preparedness for blockchain, encouraging inter-agency coordination, and supporting secure adoption for critical infrastructure. Concurrently, the Secretary of Commerce is tasked with developing a compendium of best practices to advance capabilities, ensure interoperability, reduce cybersecurity risks, and quantify the value of blockchain adoption. Additionally, the Secretary must consult stakeholders, make research publicly available, and standardize terminology to foster a common understanding of these technologies. The bill mandates annual interim reports to Congress on activities, legislative recommendations, and emerging risks, culminating in a final report from the Advisory Committee before its termination.
