This legislation aims to position the United States as a leader in blockchain technology and other distributed ledger technologies by assigning the Secretary of Commerce a central role. The Secretary will act as a principal advisor to the President and lead initiatives to enhance the nation's competitiveness in the deployment, use, and application of these technologies, including tokens and tokenization. A key provision is the establishment of a Blockchain Deployment Program within the Department of Commerce to achieve these goals. Furthermore, the Secretary must establish advisory committees, comprising federal representatives and diverse nongovernmental stakeholders, to support the adoption and advancement of blockchain. The legislation also mandates the ongoing development and dissemination of best practices to support the private and public sectors, promote interoperability, reduce risks, and quantify the value of blockchain adoption. In carrying out these duties, the Secretary must consult regularly with stakeholders, collaborate on cost-effective approaches, and disseminate research. The Secretary is required to submit annual reports to Congress detailing activities, legislative recommendations, and emerging risks related to blockchain technology.
