This bill mandates the establishment of the Veterans Advisory Committee on Equal Access within the Department of Veterans Affairs (VA) within 180 days of enactment. The committee's primary purpose is to advise the Secretary of Veterans Affairs on improving accessibility for individuals with disabilities across all aspects of the Department. This includes enhancing access to VA information, services, and facilities, as well as ensuring the Department's compliance with relevant federal accessibility laws. The Advisory Committee will comprise 15 voting members, including veterans with various disabilities, accessibility experts, VA employees from compliance offices, and representatives from national veterans service organizations. Additionally, four ex officio members, such as VA Under Secretaries, will participate. The committee is tasked with assessing disability access needs, evaluating the VA's current accessibility and compliance, and providing concrete advice on improvements for communications, services, and facilities. The committee must submit comprehensive reports to the Secretary every two years, detailing identified access barriers, the VA's efforts to address them, and recommendations for further improvements, including legislative actions. The Secretary is then required to forward these reports, along with any comments, to appropriate congressional committees and make them publicly available. The Advisory Committee is slated to terminate 10 years after the bill's enactment, and the bill also directs the Secretary to abolish or consolidate inactive VA advisory committees before establishing this new one.
