It also mandates that states ensure public access to digital imaging devices , such as scanners and printers, at no cost in government buildings to facilitate the copying of identification documents. Furthermore, states are required to notify all voter registration applicants , both in-person and online, about these new photo identification requirements. Exceptions to the non-in-person voting ID rule are made for absent uniformed services voters and certain voters covered by the Voting Accessibility for the Elderly and Handicapped Act.
