The legislative action is contingent upon a proposed land exchange agreement between the State of Wisconsin and Deli, Inc., a local sphagnum moss production business. Under the terms of this conditional release, if the State of Wisconsin offers to convey the "State forest land" to Deli, Inc., in exchange for approximately 37.27 acres of "Deli land," the federal reversionary interest will be relinquished. The Secretary of Agriculture is then required to provide a recordable quitclaim deed , conveying the federal interest without consideration, to facilitate this exchange. Following the transaction, the newly acquired "Deli land" will be incorporated into the Black River State Forest, ensuring its continued public use and management.
