This legislation mandates the Secretary of Commerce, acting through the Assistant Secretary for Communications and Information, to conduct a comprehensive study. The study will assess the national security risks and cybersecurity vulnerabilities posed by consumer routers, modems, and devices that combine both functions. The primary focus of this examination is on equipment designed, developed, manufactured, or supplied by entities owned by, controlled by, or subject to the influence of a covered country , as defined by existing federal law. Within one year of the Act's enactment, the Secretary must submit a detailed report on the study's results to the House Committee on Energy and Commerce and the Senate Committee on Commerce, Science, and Transportation. The Secretary is also required to consult with relevant bureaus and offices within the Department of Commerce while conducting the study.
