This legislation aims to guarantee the continuity of pay and allowances for members of the Armed Forces during any lapse in federal appropriations. It specifically appropriates necessary funds for fiscal year 2026 to cover periods when interim or full-year appropriations are not yet in effect. This ensures that military personnel, including those in active service and reserve components, continue to receive their compensation without interruption. Beyond military personnel, the bill also extends financial protection to certain support staff. It covers civilian employees of the Department of Defense, and the Department of Homeland Security for the Coast Guard, who are determined by the Secretary concerned to be providing direct support to service members. Additionally, contractors performing similar support functions for these departments would also receive pay and allowances under this act. The appropriations provided would terminate upon the enactment of a relevant appropriation law or by January 1, 2027, whichever occurs first.
