This legislation establishes automatic continuing appropriations for fiscal year 2026 to guarantee that members of the Armed Forces , including reserve components performing active service, receive their pay, allowances, and other essential benefits during any period when regular or interim continuing appropriations are not in effect. It also extends these financial protections to civilian personnel and contractors of the Department of Defense and the Coast Guard who are determined by the Secretary concerned to be directly supporting these military members. The appropriated funds are drawn from the Treasury and are specifically designed to bridge funding gaps, ensuring that critical military operations and personnel compensation are not disrupted by a government shutdown . Expenditures made under this act will be charged against the applicable future appropriations once they are enacted into law. The provisions of this bill take effect retroactively as of September 30, 2025, and will terminate upon the enactment of full appropriations for the relevant agencies, or by September 30, 2026, whichever occurs first.
