This legislation, titled the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025, reauthorizes and amends the Trafficking Victims Protection Act of 2000 to enhance human trafficking prevention and survivor support. It establishes Frederick Douglass Human Trafficking Prevention Education Grants , prioritizing local educational agencies in high-intensity child trafficking areas that partner with non-profits, law enforcement, and technology companies to develop scalable, evidence-based prevention education for at-risk youth. The bill also creates the Frederick Douglass Human Trafficking Survivors Employment and Education Program , offering adult trafficking survivors up to five years of services. These services include education, job training, life-skill development, assistance with criminal record expungement for nonviolent offenses, and support for college and mental health care, all aimed at preventing re-exploitation and fostering self-sufficiency. To fund these and other initiatives, the legislation extends appropriations for various anti-trafficking programs under the Victims of Trafficking and Violence Protection Act of 2000 and the International Megan's Law. It authorizes over $30 million annually for general anti-trafficking efforts, including the National Human Trafficking Hotline, and $35 million each fiscal year for housing assistance grants for victims.
