The Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025 aims to reauthorize and enhance federal efforts to combat human trafficking both domestically and internationally. It introduces significant changes to existing programs and allocates increased funding for the period of fiscal years 2025 through 2029. Domestically, the bill renames and modifies grants for trafficking prevention education, now called Frederick Douglass Human Trafficking Prevention Education Grants . These grants prioritize local educational agencies in high-risk areas and emphasize partnerships with non-profits, law enforcement, and technology companies to deliver age-appropriate, culturally responsive, and trauma-informed training. A new Frederick Douglass Human Trafficking Survivors Employment and Education Program is established to provide comprehensive support, including education, job training, life skills, and assistance with expungement, to adult trafficking survivors for up to five years. Internationally, the legislation strengthens the framework for fighting human trafficking abroad. It renames the "special watch list" to the Tier 2 watch list and clarifies the criteria for countries placed on it, focusing on significant victim numbers or insufficient efforts to combat trafficking. The bill also amends the Foreign Assistance Act of 1961 to integrate effective counter-trafficking policies into development cooperation and assistance, ensuring aid does not inadvertently exacerbate trafficking risks. Furthermore, the bill clarifies the definition and scope of nonhumanitarian, nontrade-related foreign assistance that can be withheld from non-compliant countries, while specifying exclusions for critical aid like health programs and disaster assistance. It mandates that the annual Trafficking in Persons (TIP) report include information on trafficking for organ removal and requires a printed hardcopy of the report to be made publicly available. Finally, the Act significantly extends and increases appropriations for various anti-trafficking programs from fiscal years 2025 through 2029. This includes substantial funding for the National Human Trafficking Hotline , cybersecurity campaigns, public education, programs to end modern slavery, and housing assistance grants for victims, reflecting a renewed commitment to these vital initiatives.
