It renames the "special watch list" to the Tier 2 watch list and clarifies the criteria for countries placed on it, focusing on significant victim numbers or insufficient efforts to combat trafficking. The bill also amends the Foreign Assistance Act of 1961 to integrate effective counter-trafficking policies into development cooperation and assistance, ensuring aid does not inadvertently exacerbate trafficking risks. Furthermore, the bill clarifies the definition and scope of nonhumanitarian, nontrade-related foreign assistance that can be withheld from non-compliant countries, while specifying exclusions for critical aid like health programs and disaster assistance. It mandates that the annual Trafficking in Persons (TIP) report include information on trafficking for organ removal and requires a printed hardcopy of the report to be made publicly available.
