This legislation reauthorizes and significantly enhances existing anti-trafficking programs. The aim is to develop scalable, evidence-based prevention models and train various stakeholders, including students, teachers, and guardians, in an age-appropriate and trauma-informed manner. Furthermore, the legislation establishes the Frederick Douglass Human Trafficking Survivors Employment and Education Program . This program is designed to prevent the re-exploitation of adult trafficking victims by offering social services support for up to five years. Services include basic education, job skills training, vocational programs, assistance with high school diplomas, life-skill training, resume and interview coaching, and help with criminal record expungement for nonviolent crimes committed due to victimization. The program also provides assistance with college enrollment, scholarships, professional development, case management, and access to victim compensation or mental health care. The Secretary of Health and Human Services is authorized to enter into cooperative agreements with experienced non-governmental organizations to deliver these crucial services. Finally, the bill extends authorizations of appropriations for key anti-trafficking initiatives under the Victims of Trafficking and Violence Protection Act of 2000 and the International Megan's Law through fiscal years 2025 to 2029, including increased funding for the National Human Trafficking Hotline and housing assistance.
