This bill, known as the "End Taxpayer Funding of Gender Experimentation Act of 2025," aims to broadly prohibit the use of federal funds for gender transition procedures. Specifically, it bans any federal funds from being expended for these procedures or for health benefits coverage that includes them. The legislation also restricts health care services furnished by federal facilities or federal employees from including gender transition procedures. The bill defines "gender transition procedure" extensively, encompassing various hormonal and surgical interventions, but includes specific exclusions for treating complications, medically verifiable disorders of sex development, and precocious puberty. It clarifies that individuals or entities may purchase separate coverage using entirely non-federal funds. Additionally, the Act amends the Affordable Care Act to ensure that federal premium tax credits and small employer health insurance expense credits cannot be applied to health plans that cover gender transition procedures, and multi-state plans offered through the ACA exchanges must comply with this prohibition.
