This legislation requires that all United States flags displayed or procured by Federal agencies must be made in the United States . The term "made in the United States" is strictly defined as 100 percent manufactured domestically from articles, materials, or supplies that are also 100 percent produced or manufactured within the United States. This broad requirement encompasses Executive agencies, military departments, legislative and judicial branch entities, the Government of the District of Columbia, and Government controlled corporations. The procurement mandate for Federal agencies takes effect 90 days after the bill's enactment, while the display requirement for flags on Federal property will apply two years after enactment. The bill clarifies that these provisions must align with existing international agreements and explicitly states they do not apply to flags displayed or procured by private actors. Furthermore, the bill directs the Chair of the Federal Trade Commission to conduct a study on the current enforcement scheme for country-of-origin labeling for United States flags. This study will assess the effectiveness of the enforcement, identify any fines or penalties imposed, and determine the percentage of repeat violations. A report detailing the study's findings and offering recommendations to enhance the enforcement scheme and its deterrent effect is due to Congress within one year.
