This bill, titled the "Make American Flags in America Act of 2025," mandates that all United States flags displayed on Federal property or procured by Federal agencies must be 100 percent manufactured in the United States. This includes all articles, materials, or supplies used in their production, which must also be 100 percent produced or manufactured domestically. The procurement requirement takes effect 90 days after enactment, while the display requirement applies two years later. The legislation clarifies that these provisions apply to various Federal agencies across all branches of government and to real property owned, leased, or occupied by them, but not to private actors. It also requires the Chair of the Federal Trade Commission (FTC) to conduct a study assessing the enforcement scheme for country-of-origin labeling for United States flags. This study will analyze fines, penalties, and repeat violations, with a report and recommendations for improving enforcement and deterrence due to Congress within one year.
