The Basin Fund Preservation Act directs the Secretary of the Interior and the Secretary of Energy to enter into a memorandum of understanding (MOU). This MOU, developed in consultation with the Glen Canyon Dam Adaptive Management Work Group, aims to explore and address the impacts of a specific July 2024 record of decision on the Upper Colorado River Basin Fund . Specifically, it needs to cover the effects on the Fund's obligations, including routine operations, maintenance, and replacement of critical infrastructure. Furthermore, the plan must analyze the impact on hydropower production at Glen Canyon Dam, encompassing replacement costs and grid reliability, and identify any impacts on threatened or endangered species.
