This legislation mandates that the Secretary of the Interior , through the Commissioner of Reclamation, and the Secretary of Energy , through the Administrator of the Western Area Power Administration, enter into a memorandum of understanding (MOU). This MOU, developed in consultation with the Glen Canyon Dam Adaptive Management Work Group, is designed to explore and address the impacts of the "Supplement to the 2016 Glen Canyon Dam Long-Term Experimental and Management Plan Record of Decision" (dated July 2024) on the Upper Colorado River Basin Fund . The required plan within this MOU must utilize existing hydropower contract information to address several critical areas. These include the potential effects on the Fund's obligations for routine operations, maintenance, and replacement of critical infrastructure. Furthermore, the plan will examine the impact on hydropower production at Glen Canyon Dam, including costs for replacing hydropower resources and maintaining grid reliability, and identify effects on species listed under the Endangered Species Act of 1973 .
