Furthermore, the bill addresses past compliance issues for certain small refineries under the Renewable Fuel Standard. It mandates the return of Renewable Identification Number (RIN) credits that were retired by these refineries for the 2016, 2017, and 2018 compliance years. These returned credits would then be deemed eligible for future compliance or applied to the refineries' EPA Moderated Transaction System accounts, specifically targeting those small refineries with outstanding or previously denied exemption petitions.
