This bill proposes to transfer all functions, duties, responsibilities, assets, and liabilities associated with the implementation and administration of the Food for Peace Act from the United States Agency for International Development (USAID) to the Department of Agriculture (USDA). Upon enactment, the Secretary of Agriculture would assume all authorities previously held by USAID for these programs, and any legal or regulatory references to USAID would be reinterpreted as references to the USDA Secretary. The Secretary of Agriculture would also be empowered to issue interim final rules to ensure program continuity during this transition. Significantly, the bill specifies that the Secretary of Agriculture will continue to operate the Famine Early Warning Systems Network (FEWS NET) , which provides critical analysis for mitigating food insecurity. Furthermore, the Secretary of Agriculture will be required to consult with the Secretary of State when carrying out authorities under Title II of the Food for Peace Act.
