This bill mandates the transfer of all functions, duties, responsibilities, assets, and liabilities associated with the Food for Peace Act from the United States Agency for International Development (USAID) to the Department of Agriculture (USDA). Upon enactment, the Secretary of Agriculture will assume all authority previously held by the USAID Administrator concerning the implementation and administration of these vital food assistance programs. This comprehensive transfer aims to centralize the management of international food aid within a single department. To ensure seamless continuity, any existing statutory references to USAID regarding these programs will be deemed to refer to the Secretary of Agriculture or relevant USDA offices. The Secretary of Agriculture is also empowered to issue interim final rules to amend regulations, allowing for immediate adjustments to maintain program operations. Furthermore, the bill explicitly states that the Secretary of Agriculture will continue to carry out the Famine Early Warning Systems Network , a crucial program for providing objective analyses on potential famine situations. The Secretary of Agriculture will also consult with the Secretary of State when carrying out authorities under Title II of the Food for Peace Act.
