SMASH 2.0 Act

This bill reauthorizes and significantly amends the existing program for mosquito and other vector-borne disease surveillance and control under the Public Health Service Act. It extends the authorization of appropriations for the program, providing $100,000,000 annually for fiscal years 2027 through 2031 to support these critical public health efforts. Key changes include allowing the Secretary to consider innovative and novel technology for mosquito prevention and control when awarding grants. The bill also clarifies that funds can be used for providing technical assistance and permits up to five percent of awarded funds to be used for continuing education and training , including for public health entomologists. Furthermore, the legislation mandates that the Secretary, through the CDC and ASPR, may prepare the Strategic National Stockpile for nonperishable vector-borne disease control products. This includes developing a strategy for emergency stockpiling within the national vector-borne disease strategy, emphasizing collaboration with manufacturers to ensure timely procurement of control products.
