PERFORM Act

This legislation, titled the Postal Executive Responsibility, Fiscal Oversight, and Results-based Management Act (PERFORM Act), aims to amend title 39, United States Code, by imposing significant limitations on bonuses and other performance-based compensation for the Postmaster General. Specifically, the bill prohibits the Board of Governors from awarding any bonus, incentive, or retention payment to the Postmaster General if, in the preceding fiscal year, the Postal Service incurred financial losses , failed to meet nationwide service performance targets , or received an adverse financial audit finding. Additionally, bonuses are disallowed if the Postmaster General fails to submit a required annual report to Congress detailing executive compensation, performance metrics, and the Postal Service's financial and service performance. This annual report, which must be submitted within 30 days of the fiscal year end, will include information on all bonuses paid to senior executives and the metrics used to justify them, alongside comprehensive financial and service data. The bill further mandates that the Inspector General of the Postal Service review this report to ensure compliance with the new bonus limitation requirements, enhancing oversight and accountability.
