This legislation mandates the Federal Energy Regulatory Commission (FERC) to initiate a rulemaking within 90 days to reform the electric grid's interconnection queue process. The primary objective is to address inefficiencies and ensure that new dispatchable power projects , which enhance grid reliability and resource adequacy, can interconnect more quickly and cost-effectively. FERC must amend its interconnection procedures to authorize transmission providers to submit proposals for adjusting their queues, prioritizing these critical dispatchable power projects. Such proposals must demonstrate a clear need for prioritization and detail how the projects will improve grid reliability or resilience , following a public comment process. The Commission is required to review and either approve or deny these proposals within 60 days to ensure timely responses to grid reliability concerns. A final rule must be promulgated within 180 days of the Act's enactment, with FERC conducting periodic reviews at least every five years to keep the regulations effective and relevant.
