This legislation mandates the Federal Energy Regulatory Commission (FERC) to undertake a rulemaking within 90 days to address inefficiencies in the electric grid's interconnection queue process. The primary objective is to facilitate the swift, cost-effective, and reliable interconnection of new dispatchable power projects that are crucial for improving grid reliability and resource adequacy . This aims to ensure a stable and secure electricity supply for consumers. As part of this rulemaking, FERC must amend existing interconnection procedures to allow transmission providers to submit proposals for prioritizing these essential dispatchable power projects within their interconnection queues. Such proposals must demonstrate a clear need for prioritization and detail how the projects will enhance grid reliability or resilience. Providers must also engage in public comment and stakeholder engagement and provide regular reports to FERC. FERC must approve or deny these proposals within 60 days and finalize the regulations within 180 days, with periodic reviews mandated every five years to maintain their relevance.
