This bill, known as the Servicemember Civilian Transition Support Act, requires the Department of Defense (DoD) to designate a senior official within 90 days of enactment to oversee all policies and programs for servicemembers transitioning from active duty to civilian life or reserve components. This official, to be designated by the Under Secretary of Defense for Personnel and Readiness, must possess extensive experience with veterans services and a deep understanding of the transition process. The designated official will serve as the principal advisor to DoD leadership on transition matters and act as the chief transition officer , coordinating and overseeing the effectiveness of all DoD transition programs. Key responsibilities include working with other federal agencies, such as the Departments of Veterans Affairs, Labor, and Education, to improve support services. The official will also be tasked with reviewing and assessing existing programs like the Transition Assistance Program and Skillbridge Program , proposing legislative or administrative actions to enhance their efficacy, and ensuring compliance with legal requirements for transition assistance.
