This legislation, titled the NOPE Act of 2026 , significantly expands congressional oversight of sanctions imposed on the Russian Federation under the Countering America's Adversaries Through Sanctions Act (CAATSA). It mandates congressional review for any Executive Order addressing the national emergency declared in Executive Order 14024, which targets harmful foreign activities by the Russian government. Furthermore, the bill introduces a new requirement for congressional review of actions, including licensing, related to sanctions on Russian crude oil, petroleum products, natural gas, or other energy products . This review period for energy-related actions will continue until the Secretary of State certifies that Russia has ended its war in Ukraine and committed to a just peace settlement, including compensation for war damages. However, the bill establishes specific exceptions to this congressional review for certain urgent energy-related actions, such as those necessary for: the health or safety of an energy transport vessel's crew; emergency repairs or environmental protection for such vessels; or mitigating an urgent economic impact in a foreign jurisdiction outside of Russia.
