This bill, known as the "NOPE Act of 2026," aims to significantly expand congressional review of actions related to sanctions imposed on the Russian Federation under the Countering America's Adversaries Through Sanctions Act (CAATSA). It specifically broadens the scope of review to include any Executive Order addressing the national emergency declared in Executive Order 14024, which concerns blocking property related to specified harmful foreign activities of the Russian government. Furthermore, the bill mandates congressional review for actions, including licensing, taken with respect to Russian crude oil, petroleum products, natural gas, or other energy products . The period for reviewing these energy-related actions will continue until the Secretary of State certifies that the Russian Federation has ended its war in Ukraine and credibly committed to a just peace settlement, including compensation for war damages. The legislation also introduces specific exceptions to the requirement for congressional review during the initial period for certain energy-related actions. These exceptions permit immediate action for the preservation of crew health or safety, emergency repairs or environmental mitigation for energy transport vessels, or to address an urgent need to mitigate an economic impact in a foreign jurisdiction other than Russia.
