Creating Early Childhood Leaders Act

This legislation seeks to improve the effectiveness of principals and school leaders by increasing their knowledge and skills in early childhood education. It acknowledges that while school leaders have a substantial impact on student achievement, they often lack specific training for supervising pre-kindergarten programs, despite being increasingly asked to do so. To address this gap, the bill amends the Higher Education Act of 1965 to expand the required training for school leaders. The updated provisions mandate that school leaders understand child development , social and emotional development , developmentally appropriate behavioral interventions and supports , and effective instructional leadership skills for children from birth through age 8. This comprehensive training is intended to equip them to effectively manage and support developmentally appropriate early childhood education programs.
