Creating Early Childhood Leaders Act

This legislation seeks to improve the effectiveness of principals and school leaders in overseeing early childhood education programs by increasing their specialized knowledge. It recognizes that while principals have a substantial impact on student achievement, many lack specific training in early childhood education despite increasingly supervising pre-kindergarten programs. The bill amends the Higher Education Act of 1965 to mandate that school leaders develop a comprehensive understanding of child development , social and emotional development , and developmentally appropriate behavioral interventions and supports . This new requirement also includes effective instructional leadership skills for children from birth through age eight. The ultimate goal is to ensure principals and school leaders can effectively manage and support early childhood education programs, thereby improving the quality of instruction for young students.
