This bill directs the Environmental Protection Agency Administrator to conduct a study and publish guidance on calculating and reporting scope 3 emissions for specific direct emitters . These emissions are defined as indirect greenhouse gas emissions originating from upstream and downstream value chain activities, while direct emitters are facilities already subject to certain federal greenhouse gas reporting requirements. Within one year of enactment, the EPA must issue this comprehensive guidance, which will include recommended reporting thresholds and various calculation methodologies tailored to different source categories. It will also provide recommendations for monitoring frequency, quality assurance, and methods for estimating missing data, alongside detailed instructions for recordkeeping and reporting these emissions.
