Within one year of the bill's enactment, the Administrator must issue guidance that includes recommended reporting thresholds for scope 3 emissions, specific calculation methodologies based on source categories, and recommendations for monitoring frequency. The guidance will also cover quality assurance and control for data, methods for estimating missing information, and comprehensive recordkeeping and reporting instructions. This initiative aims to standardize the measurement and disclosure of these indirect emissions across regulated entities.
