This bill directs the Environmental Protection Agency (EPA) Administrator to conduct a study and publish guidance on calculating and reporting scope 3 emissions . These indirect greenhouse gas emissions result from upstream and downstream value chain activities of direct emitters , which are facilities already subject to certain greenhouse gas reporting requirements. Within one year of the bill's enactment, the Administrator must issue guidance that includes recommended reporting thresholds for scope 3 emissions, specific calculation methodologies based on source categories, and recommendations for monitoring frequency. The guidance will also cover quality assurance and control for data, methods for estimating missing information, and comprehensive recordkeeping and reporting instructions. This initiative aims to standardize the measurement and disclosure of these indirect emissions across regulated entities.
