Before implementation, the FMCSA must consider recommendations from the American Association of Motor Vehicle Administrators (AAMVA) and the findings of a 2007 pilot program. States will be required to utilize this service within two years of the regulation's issuance, and it will become an enforceable part of the commercial driver license program.
