The Personnel Oversight and Shift Tracking Act of 2025 (POST Act of 2025) directs the Federal Protective Service (FPS) to establish processes within one year to strengthen the oversight, performance, and accountability of contract security personnel protecting federal buildings. This includes setting standards for collecting and analyzing covert testing data , creating a uniform method for documenting test outcomes, and identifying root causes of failures. The FPS must conduct quarterly analytical reviews of this data to identify trends and deficiencies, and mandate corrective training for personnel who fail covert tests, ensuring contractors provide appropriate training. Additionally, the Act requires the FPS Director to evaluate the existing personnel tracking system within 180 days to manage contract security personnel deployment. The Director must determine whether to replace the system or implement corrective actions, and then publish an implementation plan with a timeline. This plan must include procedures for timely communication to building tenants regarding security personnel shortages or coverage gaps. The Director is also required to submit annual reports to Congress on the implementation of these provisions and any recommendations.
