This bill directs the Director of the Federal Protective Service (FPS) to establish processes for strengthening the oversight, performance, and accountability of contract security personnel protecting buildings owned, occupied, or secured by the General Services Administration Public Buildings Service. These processes include establishing standards for the collection, maintenance, and analysis of covert testing data , ensuring a uniform method for documenting test outcomes and identifying vulnerabilities. The FPS must also conduct quarterly analytical reviews of this data to identify trends and deficiencies, and direct security contractors to implement mandatory, cause-specific corrective training for personnel who fail covert tests, with FPS oversight. Furthermore, the bill mandates the FPS Director to evaluate the existing personnel tracking system used for managing contract security personnel within 180 days. This evaluation will determine whether to replace the system with a more reliable platform or implement corrective actions, followed by an implementation plan with a timeline. The plan must also include procedures for timely and accurate communication to building tenants regarding security personnel shortages or coverage gaps . The Director is required to submit annual reports to Congress on these implementation actions and the effectiveness of tenant communication protocols for three years.
