This bill, titled the "Cybersecurity in Agriculture Act of 2025," amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to establish a critical program. The Secretary of Agriculture, through the Director of the National Institute of Food and Agriculture and in consultation with the Secretary of Homeland Security, is directed to competitively award grants or cooperative agreements to establish five Regional Agriculture Cybersecurity Centers . These centers will conduct vital research, development, and education concerning cybersecurity across various agricultural domains, including seed, horticulture, animal agriculture, and the broader supply chain, while also forming a national network. Each Regional Agriculture Cybersecurity Center will be tasked with conducting research on cybersecurity systems, developing a security operations center to analyze threats and recommend mitigation, and creating specialized cybersecurity technologies and tools. They will also build live cybersecurity testbeds, conduct attack/defense exercises, and develop education and training programs for agricultural stakeholders. A key focus is to design these solutions specifically to prevent cyberattacks originating from countries such as the People's Republic of China, the Democratic People's Republic of Korea, the Russian Federation, and the Islamic Republic of Iran. The bill authorizes an appropriation of $25,000,000 for each fiscal year from 2026 through 2030 to support these initiatives.
