Global Investment in American Jobs Act of 2025

This bill mandates that the Secretary of Commerce, in collaboration with the Comptroller General and the Federal Interagency Investment Working Group, undertake a comprehensive interagency review. The primary goal of this review is to assess the global competitiveness of the United States in attracting foreign direct investment (FDI) from responsible private sector entities based in trusted countries. It specifically aims to address key foreign trade barriers faced by firms in advanced technology sectors within the global digital economy. The review will delve into various critical aspects, including the current economic impact of FDI, global investment trends, and existing federal policies that facilitate investment attraction and retention. It will also scrutinize the unique challenges posed by FDI from State-owned or State-backed enterprises , particularly those influenced by the Chinese Communist Party, and examine efforts to circumvent U.S. laws. Furthermore, the review will consider the impact of protectionist policies by other countries, such as data localization and intellectual property infringement, on the U.S. advanced technology economy. The legislation requires a public comment period both before the review begins and before the final report's submission to Congress. Within one year of enactment, the Secretary must submit a report detailing the review's findings and offering recommendations to increase U.S. global competitiveness in attracting FDI. These recommendations must also ensure the strengthening or maintenance of U.S. security, labor, consumer, financial, and environmental protections.
