Furthermore, the review will consider the impact of protectionist policies by other countries, such as data localization and intellectual property infringement, on the U.S. advanced technology economy. The legislation requires a public comment period both before the review begins and before the final report's submission to Congress. Within one year of enactment, the Secretary must submit a report detailing the review's findings and offering recommendations to increase U.S. global competitiveness in attracting FDI. These recommendations must also ensure the strengthening or maintenance of U.S. security, labor, consumer, financial, and environmental protections.
