The Promoting Rural Exports Act of 2025 seeks to overcome the geographical barriers that hinder rural businesses from accessing international markets. It mandates the establishment of a National Rural Export Center within the United States and Foreign Commercial Service within 180 days, to be located in an existing Commercial Service office outside a major metropolitan area with relevant expertise. Within one year, up to nine regional rural export centers will also be established, operating under the National Center's guidance. These centers will provide rural businesses with in-depth, customized, and actionable market research, strategic planning, and export support services. The assistance will be business- and product-specific, relying on high-quality data to deliver measurable results for companies looking to export. To measure effectiveness, the centers must track business engagement, the utilization of export assistance services like trade shows and missions, and the total monetary value of facilitated exports. Each center will also maintain a website to share data, best practices, and contact information.
