This bill aims to regulate the deployment of federal law enforcement officers and members of the armed forces during crowd control, civil disobedience, and protest events. It mandates that all personnel engaged in these activities must at all times display clearly visible identifying information , including their agency and last name or unique identifier. The legislation specifically prohibits officers from obscuring this identification and from using unmarked vehicles for the apprehension or arrest of civilians during these operations. Furthermore, the bill generally restricts the authority of federal law enforcement and armed forces to perform crowd control or make arrests to Federal property or its immediate vicinity. This limitation includes sidewalks and public streets directly adjacent to federal buildings. However, two key exceptions exist: federal support can be provided if a joint written request is made by a State Governor and a local government head, or if the Insurrection Act is invoked. The legislation also requires federal agencies to publish prominent public notice within 24 hours of deployment, detailing the mission, personnel numbers, and locations of any detained civilians.
