This bill, known as the "Preventing Authoritarian Policing Tactics on America's Streets Act," aims to regulate the deployment and conduct of Federal law enforcement officers and members of the armed forces during crowd control, riot control, and civil disobedience events. It mandates that all such personnel engaged in these activities must at all times display clearly visible identifying information , including their agency and last name or a unique identifier. The bill also explicitly prohibits obscuring this identification and forbids the use of unmarked vehicles for the apprehension, detention, or arrest of civilians during these operations. A key provision of the bill limits the authority of Federal law enforcement and armed forces to perform crowd control or related arrests primarily to Federal property or its immediate vicinity . This restriction has exceptions for joint written requests from state and local authorities or when the Insurrection Act of 1807 is invoked. Any arrest made in violation of these identification or authority limitations would be deemed unlawful. To ensure transparency, the bill requires federal agencies or armed forces to publish prominent public notice within 24 hours of deployment for crowd control, detailing the mission, personnel numbers, and location of detained civilians.
