This legislation amends the Office of National Drug Control Policy Reauthorization Act of 2006, expanding the authority of the Office of National Drug Control Policy (ONDCP) concerning the World Anti-Doping Agency (WADA). The bill aims to ensure WADA maintains a credible and independent governance model , provides fair representation for the United States, and actively works to counter all forms of doping, including systemic fraud. The ONDCP, in consultation with U.S. sports organizations, must ensure WADA fully implements governance reforms, such as a proper conflict-of-interest policy for its leadership and committees. It also requires that independent athletes from the U.S. and other democratic countries have meaningful decision-making roles within WADA's Executive Committee, Foundation Board, and other relevant groups. Within 90 days of enactment, ONDCP must assess WADA's compliance with these governance, reform, and athlete representation criteria. If ONDCP determines WADA is non-compliant, it must use all available tools to secure fair U.S. representation and issue a report detailing participation barriers within 180 days. Crucially, the bill authorizes ONDCP to voluntarily withhold up to the full amount of U.S. membership dues to WADA if these conditions are not met. Additionally, ONDCP must submit a spending plan to Congress 30 days before obligating any funds to WADA.
