Restoring Confidence in the World Anti-Doping Agency Act of 2025

This bill aims to strengthen the Office of National Drug Control Policy's (ONDCP) authority concerning the World Anti-Doping Agency (WADA). It mandates ONDCP to actively work towards ensuring WADA maintains a credible and independent governance model , providing fair representation for the United States. The bill also emphasizes the need for WADA to fully implement all governance reforms, including robust conflict-of-interest policies for its various committees and boards. A key provision requires WADA to ensure independent athletes from the United States and other democratic countries have meaningful decision-making roles within its Executive Committee, Foundation Board, and other relevant groups. Within 90 days of enactment, ONDCP must determine if WADA meets these governance, reform, and athlete representation standards. If WADA falls short, ONDCP is directed to use all available tools to secure fair U.S. representation and must issue a report within 180 days detailing any barriers encountered. Crucially, the bill grants ONDCP the discretion to voluntarily withhold up to the full amount of U.S. membership dues to WADA if the agency fails to meet the specified governance and representation requirements. This action would be taken in consultation with appropriate congressional committees. Furthermore, ONDCP must submit a spending plan and an explanation of proposed uses of funds to congressional appropriations committees at least 30 days before obligating any funds to WADA, enhancing financial transparency.
