This bill aims to relocate the headquarters of many Executive agencies outside the Washington metropolitan area. It explicitly prohibits new agency headquarters from being established within this region. While agencies currently located there may remain, they face significant restrictions, including a ban on new construction, major renovations, or the renewal of existing lease agreements. To facilitate these relocations, the Administrator of General Services must establish a competitive bidding process within one year. Through this process, states and political subdivisions can submit proposals to host agency headquarters. The selection criteria will consider the relocation's impact on the local economy and workforce development, the host's expertise relevant to the agency's mission, and any national security implications. The Administrator may also use proceeds from the sale of federal property to offset relocation costs, without authorizing additional appropriations for this initiative.
